Minors AWOL from facility resulting in sex trafficking.
Licensing Program Analyst (LPA) arrived at the agency to deliver findings for this complaint. LPA met with executive director to discuss concerns regarding the allegation.
LPA conducted the complaint investigation. LPA inspected the home, obtained documentation, and interviewed foster children and staff during the investigation.
Court reports and other documentation demonstrate that client has had a history of online soliciting and internet restrictions in previous placements. In addition, an incident occurred on 09/09/16 where client stated to staff that she was selling online nudes of herself, but has stopped. Client was able to arrange a meeting via cellphone and internet which resulted in client being exploited.
Due to the above information, client’s cellphone should have been monitored and possible internet restrictions should have been implemented. Therefore, the allegation that minors AWOLed from facility resulting in sex trafficking is substantiated.

Client had a history of soliciting. Client had no phone restrictions and was able to access inappropriate material on her phone. Client was able to arrange a meeting via cellphone and internet which resulted in client being exploited.
|Staff training shall be conducted regarding cell phone restrictions, supervision, and prudent parent standards. Training with administrators regarding preplacement documentation and client history shall also be conducted. Addressed in the training with administrators shall be clients' Needs and Services Plan and cell phone usage. Rosters and documentation of trainings shall be sent to LPA via email by August 2nd, 2017.|
