Administrator does not treat clients with respect.
Administrator uses inappropriate discipline.
Licensing Program Analysts (LPAs) conducted a follow-up complaint inspection at the Group Home (GH) and met with Counselor. The purpose of the inspection was to deliver the findings for the above complaint allegations.
The department received the above complaint and conducted an investigation at the facility. LPA has conducted interviews with administrator and clients. Based on the statements in the interviews provided, they are consistent with the allegations above. There is a preponderance of the evidence to prove the above complaint allegations occurred. Therefore, the above allegations are substantiated.
Deficiencies were cited and appeal rights were provided and discussed with Administrator.
Exit interview conducted and a copy of the report was left at the facility.

Administrator does not treat clients with respect by bribing them with money to change the television channel so that other clients cannot watch it. Administrator has also put clients on the spot about who will move from a certain place in a room and/or sofa. Administrator threatens clients by telling them to choose themselves, or that he will choose a client to move.
|POC is not needed at this time, as there are no clients in care. However, prior to the Administrator accepting any new clients, a complete Personal Rights training will be required. Administrator to notify CCL prior to accepting any clients.|
